Recently the IRS has undergone budget cuts while at the same time being asked to administer several new stimulus and benefits programs. Once health care reform goes into effect, the IRS will also be responsible for calculating healthcare subsidies and collecting penalties from the uninsured.

Just as the requirements of the making work pay and first-time homebuyer tax credits are making taxpayers across the country scratch their heads, the IRS has dropped its phone answering goal from 87% to 71% of calls. The IRS has also fallen behind on correspondence and on processing the homebuyer tax credits. That amounts to a lot of American citizens who can’t get help straightening out tax problems and questions.

At the same time, the budget – and the need for – tax enforcement has actually increased, with the number of liens issued having increased an amazing 475% in the last ten years.
